The SSLR was the major reference source
covering the administration of the
Selective Service Sys-tem (the U.S.
conscription system for staffing the
military) during one of the most explosive
periods in U.S. draft law history
— the Nixon Administration and the
height of the anti-Vietnam War protests.
In unequaled depth, it provided news
& analysis of legal developments,
scholarly legal articles, and superb
coverage of both the statutes and
caselaw generated during this fecund
period of selective service law development.
For many of the case reports, the
SSLR is the sole published source.
It was succeeded in 1973 by the Military
Law Reporter, which is described
on the next page. The SSLR was originally
issued as a quasi-looseleaf pub-lication,
with post-binders and separate sections
into which pages of new material were
filed as they arrived monthly. However,
except for a few indices and case
tables, all of the pages were intended
for permanent retention; so that,
at the end of a volume year, the accumulated
materials in that year’s binder could
as well have been bound as a permanent
unit. While this method of publication
served well enough the exigencies
of the moment, over time it resulted
in a mass of materials which very
confusing to use in the hardcopy.
This confusion would have been compounded
had the microfiche version merely
followed the hardcopy format. To simplify
the use of this material in the microformat,
and to make possible separate purchase
of individual parts where desired,
while preserving every page for historical
purposes, LLMC grouped the materials
in the microfiche version of this
title as follows:

This successor to the Selective
Service Law Reporter, MLR was
published in conjunction with the
looseleaf treatise Justice &
the Military, see directly above.
For the period 1973–1992, MLR served
as the major and most comprehensive
authority providing continuing coverage
of U.S. military law, broadly defined.
The edi-tors of MLR defined "military
law" as including civil law issues
bearing heavily, or uniquely, on military
service. Beyond military justice,
the scope of coverage also included
selective service law, Court of Veteran’s
Appeals cases, and veterans’ benefits
and preference law holdings in civil
courts. The MLR also treated intensively
cases arising in civil courts involving
claims by present and former military
personnel against the government and
defense suppliers. The common thread
running through this jurisprudence
is the defense of sovereign immunity,
raised as intramilitary immunity,
or, as in the Agent Orange litigation,
by invocation of a government contractor
defense.
Decisions reported in MLR appear
as full text or, in minor cases, as
digests. These are annotated and keyed
to finding aids that relate a case
to both previous and subsequent decisions.
While much of the case reporting simply
consolidates opinions which are available
from other proprietary sources, MLR
is notable for its comprehensive coverage
of decisions by the armed services
Courts of Military Review. These CMR
rulings constitute the bulk of appellate
law under the Uniform Code of Military
Justice. Aside from the courts’ limited
distribution of slip opinions, most
of these decisions were reported only
in MLR during the period 1973–1992.
For this reason alone the MLR is an
indispensable foundation for any serious
military law collection. By design,
the proprietors of MLR allocated a
large portion of their editorial resources
to a News & Analysis section,
which provided case notes and analytical
comments on the decisions reported
in each issue. Most decided cases
were reviewed in this section, including
opinions not published elsewhere.
As a result, the MLR comments very
often will be the only analytical
treatment of a decision to be found
any where in the legal literature.
Finding aids, cumulated annually,
direct the reader to both the case
reports and the analytical discussions.
Special attention is called to the
fact that the pristine hardcopy used
for the filming was secured directly
from the publisher. The occasional
penned-in annotations and corrections
which appear in the text were inserted
by, or at the specific directions
of, the editors of the series, and
carry their authority. Finally, readers
should note that, in contrast to the
SSLR, LLMC has ordered the microfiche
for MLR, volume by volume, in exactly
the same configuration as the hardcopy.
The initial configuration of MLR
featured four sections per annual
volume: News & Analysis, Recent
Decisions, Bibliography, and Indexes/Tables.
With Vol. 2 Recent Decisions was expanded
to include Current Litigation. With
Vol. 3 a Statutes & Regulations
section was added, and Bibliography
was expanded to include Articles &
Comments. With Vol. 4 a Topical Summary
section was added. Thus, from Vol.
4 thru Vol. 20, the bulk of the life
of the publication, the standard configuration
was as follows:

1950 and became effective May 31,
1951. Readers are reminded that, although
this section segregates out materials
which relate primarily to the UCMJ,
the subject is also dealt with in
many of the other more general titles
listed elsewhere in this pamphlet.
Those sections should be consulted
also for UCMJ-related matter during
the period of interest.
