territory administered through the Foreign and Commonwealth Office. Following the 1966 constitutional conference, a new constitution was introduced in
1967 and amended in 1977. It provided for limited self-governance under a ministerial form of government. Heading the government is a governor {title
changed from Administrator in 1971}, who remains responsible for defense, external affairs, internal security, the terms and conditions of service of the
civil service, and the administration of the courts. Except in those areas where he has reserved legislative powers necessary to the exercise of his
special responsibilities, the governor is normally bound to act in accordance with the advice of the Executive Council). The dependency also has an
elective Legislative Council, which has responsibility for local affairs.)
