publication and publisher not identified, 1923. (The Award in a claim arising when submarine cables of the Cuba Submarine Telegraph Company Limited, a British
corporation, were cut by U.S. naval authorities during the Spanish-American War. The Tribunal found that under the circumstances the U.S. had a
legitimate right to take measures to prevent enemy communication and disallowed the British claim. The British Memorial is LLMC 11054; Answer of U.S. is
