1861, Doc. 17, Comm. to the Pres. U.S. Report
Constitutional Convention Document 17, which contained the 1861 report from the committee charged with determining what the United States President's
policy and response would be toward the Confederated States. Of note, these communications appeared to have occurred after the attack in Fort
Sumter; thus President Lincoln reiterated that his Inaugural Address stated his position. However, in light of the above attack, the United States would
