Essay on the amendments to the state constitution proposed by the Council of Censors, and delivered by Charles Marsh at Norwich on February 22, 1814. Much of the speech dealt with the judiciary; he also beseeched the audience from the Washington Benevolent Society to review all proposals without regard to political affiliation.
