Senate No. 28 The memorial of the Commissioner for the Agricultural Survey [Henry Colman] to the Legislature on a Board of Industry and statistical
returns of the products of industry in the state. February 1840. Boston : Dutton & Wentworth, 1840. Massachusetts had done a good job of supporting
agriculture in the state with bounties for wheat, silk, sugar beets, the geological survey and the agricultural survey. He recommended dropping the
bounties unless the laws were rewritten to require more information about the cultivation of those crops. For example, the state spent almost
$9,000,000 on flour, but most of that could be grown at home. The state needs more economic information overall, so he proposed a Board of Domestic Industry
that would meet once a year and would gather data about the economy of the state. He provided long lists of information to require of various
government officials. Assessors would make reports on every aspect of the economy in their jurisdictions. (Digitized from a microfilm copy of title
