Senate No. 8 Report of the Commissioners for fixing the line of private property in Boston Harbor. On December 28, 1839, the Commissioners sent
their report to the Governor. They listed their charge to define certain lines. The men held hearings and closely examined surveys done in 1835. They
explained the many technical difficulties at length. They felt there should be a boundary beyond which no obstructions could be built and that it
was worth the money to remove impediments to water and traffic. Dredging would be necessary to create space for ever larger vessels, such as those of
the Cunard fleet. They listed four boundary lines with metes and bounds. The Commissioners noted that wharves and other buildings had narrowed some
