House No. 43 An exposition of the rights of the Commonwealth to the ferries in the harbour of Boston: made in pursuance of an order of the House of
Representatives by the Attorney General of the Commonwealth. Boston : Dutton & Wentworth, 1833. The Order from the House was sent on February 5,
1833; the Attorney General responded on February 13, 1833 with 28 pages of Exposition. The water is public property and bridges and ferries over the
water are regulated by the Legislature. Francis Fay claims the franchise for ferries between Boston and Winnisimmet and Noddle's Island based on a chain
of conveyances. Noddle's Island was private property and had not had its own ferry until one was recently granted by Boston. Mr. Fay had challenged
that grant in court. The Attorney General discussed that issue in many more pages, even launching into wondering how steam ferries would impact the
