SEE ALSO 51916 H.R. No. 52 On February 13, 1828, Governor Lincoln sent the report and accounts of the Commission and Engineer of the Western
Railway and the accounts of the Board of Internal Improvements. Mr. Mitchell, Mr. McKay, and Mr. Baldwin, the engineer, did a lot of traveling on behalf of
the Commission. Each man also submitted his per diem report; Baldwin put in by far the most time. The total was somewhat over $5,000. The accounts
were allowed. For the Board of Internal Improvements that spent some time with the southern rail route Mr. Willard, Mr. Fiske, and Mr. Hayward, the
engineer, submitted expense and per diem reports. The amount was also just over $5,000. The hire of horses by anyone was not allowed, but the rest of
