House No. 27 Members of the American Institute of Instruction praying for the appointment of a superintendent of the common schools. The common schools are a very good thing, but many schools need improvements, especially with teacher training. The Institute had no standing to do the necessary work, but a State Superintendent of Schools could gather data, suggest a course of action, and implement the Legislature's wishes. It would be most useful to appoint someone for several years--a single year would not yield meaningful results. (Digitized from a microfilm copy of title originally held by the Library of Congress).
