Forty-fifth Legislature. Senate. No. 17. The Committee on Fisheries submitted: An Act to protect menhaden and other fish in the waters of Maine,
1866. No fisherman could use seine nets within three miles of the shore for taking menhaden or porgies, or risk fines and forfeiture of vessels.
Counties could license people to seine in their waters with a one year permit of graduated cost. No one could pollute any waters with menhaden
