Forty-fifth Legislature. Senate. No. 13. The Committee on Mercantile Affairs and Insurance presented: An Act to regulate the inspection of flour, 1866. Mayors, etc. should select inspectors, who were to be sworn and receive a certificate of office. There were directions for flour inspection and the record-keeping required. There were penalties for defacing or counterfeiting the inspection marks. Fees for inspection were listed.
