House. Comm. on the Judiciary. Report on Act for the assumption by the State of the municipal war debts, 1866
SEE ALSO 56590 Forty-fifth Legislature. House. No. 74. The Committee on the Judiciary reported on an act that would have the state assume
municipal debt from the war. The state could not assume the debt because it would exceed the amount allowed in Article VI of the State Constitution. Such
assumption would be very bad for the state's credit rating, so the act was not expedient. An Act for the assumption by the state of the municipal war
debts, 1866. Several jurisdictions had heavy debts that should be born by the whole country. In the meantime, the state should assume the debt.
The State Treasurer would send forms to each municipality for them to fill out and return. After an examination of the forms, an amount of
reimbursement would be decided for each jurisdiction; it would be in the form of certificates paying 7+% and redeemable in ten years. (Digitized from a
