Forty-fifth Legislature. House. No. 51. The Committee on Federal Relations submitted: Resolves in relation to equality of civil and political
rights, February 13, 1866. If a state abridged the right to vote by excluding people of color, those excluded should not be counted as "population" to
determine the number of the state's representatives. The Legislature was much in favor of a constitutional amendment to guarantee the franchise to
all citizens [but not women] (Digitized from a microfilm copy of title originally held by the Maine Historical Society Library, the Maine State
Library, and the Library of Congress).
