Forty-third Legislature. Senate. No. 16. The Committee on Railroads, Ways, and Bridges submitted: An Act additional to chapter eighteen of the
Revised Statutes relating to the municipal officers of towns and plantations and relating to highways, 1864. The act laid out the staggered terms for new
officers in the plantations. Selectmen could move highway money around as they saw fit and could appoint surveyor(s) to manage highway construction.
Non-resident proprietors would be taxed as if they were residents. Those taxed for highway projects could pay their tax in labor, directed by the
