Forty-third Legislature. House. No. 18. The Committee on Military Affairs submitted: An Act to enroll, organize, and discipline the militia, 1864.
The title says it all and it took 41 pages. The amount of record-keeping alone was staggering. The Adjutant General organized districts of between
75-100 men, ages 18-45, all over the state. All the units were defined and all the officers were defined. Enrollment procedures were laid down.
Uniforms and equipment that were the responsibility of each militia man were listed, what towns had to provide, and what the state had to provide.
Notably, each company had to have two musicians. Rules of behavior were defined, and the rules for call out and training. The United States could call on
the militia under certain circumstances. Widows and the injured would receive "just and reasonable compensation," but no numbers were attached.
