It was very urgent to have a good supply of teachers; it was time for the State to step up. An Act for the establishment of Normal Schools, 1863. The Governor was to set up a commission to select two schools to be normal schools in places where the locals would provide suitable buildings, etc. It listed a two-year course of study, free tuition, open to all religions, but with a Christian focus. A graduate had a certificate good for two years in any Maine school and owed two years of service the the State. At least one such school had to start in August. There would be an appropriation of $6,000/year. (Digitized from a microfilm copy of title originally held by the Library of Congress).
