Joint Select Comm. on Agriculture. Report and answers to sundry questions, 1863
SEE ALSO 56376 Forty-second Legislature. Senate. No. 10. Minority report of the Joint Committee on Agriculture to respond to the Governor's
message and to answer questions [about the Morrill Act.] The Committee thought if the state accepted the land grant, it thereby had to establish a
college of agriculture, mechanic arts, and military tactics. That would be a fine thing, but the lands that were granted were far away from Maine, many
were in southern territory, and it would be difficult and expensive to manage their sale. The State would be stuck with the expense of finding and
buying the land, building and furnishing the facilities, hiring the professors, running the experimental farm, etc. When the taxpayers no longer wanted to
foot the bill for this expensive venture, it would fail, and than the state would have to pay back the money realized from the land sales. If some
present college would assume the responsibility for all this effort, then the Committee would consider accepting the grant. Resolve A: Resolve
relating to the acceptance of the grant of land from the United States to the State of Maine for agricultural, mechanical, and military purposes. The State
accepts the grant of 210,000 acres of public land scrip to provide a college of agricultural and mechanic arts. Resolve B: Resolves relating to the
assignment of scrip for the Agricultural College. Assign the scrip to Waterville College. It had to modify its curriculum to include a long list of
courses, change its name to Maine University and Agricultural College, manage the sale of the land grant, pay all taxes, build and furnish the
facilities, set up the farm, hire and pay professors, select students, seventy-five of whom would get free tuition, and allow a lien of $100,000 in favor of
