On April 23, 1861, the Joint Select Committee on the Governor's Address submitted: An Act additional to chapter ten of the Revised Statutes relating to the militia, 1861. The text added language to specify that the militia could be called up if the President asked the Governor for help. When new companies were formed, they had ten days to elect officers.

The Joint Select Committee on the Governor's Address submitted: An Act additional to chapter ten of the Revised Statutes relating to the militia. The whole number of uniformed militia could not exceed 3,000 men. An enlistment was a legal contract. There was a list of call out reasons and who could do that. Each company had to drill two days of the summer. There were rules for caring for the equipment. There were lists of pay and the extensive records needed to justify the pay. There were lots of fines and directions for trials of offenses.
