Legislature's meeting place in 1862. He wanted the decision put on the September ballot statewide. If the vote were for Portland, then the Governor would
proceed with the lease arrangement,; if the vote were for Augusta, the Legislature would not move. (Digitized from a microfilm copy of title originally
