Fortieth Legislature. Senate. No. 9. An Act authorizing the Governor and commander-in-chief to accept the enlistment and command of one thousand volunteers for military service, 1861. The volunteers had to be white males between 21-45. The Governor was to appoint the officers for each company of one hundred men, including one drummer and one fifer for each company. When one thousand men were enrolled, the Governor would form a regiment. The men were obligated for two months of training three times a week. The Governor could order them to service out of state. The men were not paid or provided rations or clothing, unless they were actually called into service.
