Fortieth Legislature. House. No. 24. The Committee on the Incorporation of Towns offered a bill: An Act to unite the towns of Skowhegan and Bloomfield, 1861. The two towns in Somerset County could be one if each town so voted. Taxes and debts would be cleaned up by each town in preparation for a single system. Any new town house would be built on Skowhegan island; election districts remained the same. There would need to be a meeting of the towns to organize the new government.
