railroads, passed A.D. eighteen hundred and fifty-eight, 1860. Every railroad had to have an annual inspection by a Railroad Commissioner at the
railroad's expense. There were fines for failure to do so. The Commissioner notified the railroad of any defects, to which the railroad had to respond.
The Commissioners had to submit an annual report. The Commissioners also determined the sharing of rates between connecting railroads, but the
