and completion of the Kennebec and Portland Railroad approved April 17, 1850, 1860. If the commissioners of the sinking fund thought the cities and
towns should take control of the railroad to protect their mortgage interest, the text set up the process, directed how to take care of the money, and
once the mortgage was satisfied, to return the railroad to its lawful owner. **Thirty-ninth Legislature. House. No. 19. Same title. This text set up
how the commissioners of the sinking fund would take possession of the railroad, handle the money, maintain the railroad and its services, and how to
