on Mr. McCluskey's election to the Senate. Mr. McCluskey lived in Houlton, which was not part of the disputed land, but always belonged to the United
States. Therefore, Mr. McCluskey would have had to follow the rules of five years' residence, then apply for citizenship. He did not do that, so he
was not eligible to run for office, let alone be seated. (Digitized from a microfilm copy of title originally held by the Library of Congress).
