Joint Standing Comm. on State Lands and State Roads. Report and resolves on public lands, 1858
Thirty-seventh Legislature. Senate. No. 27 The Joint Standing Committee on State Lands and State Roads [Maine] responded to the Governor's message
and several memorials. An Act to aid the Aroostook Railroad Company, increase the value and promote the settlement of the public land, 1858. Up to
$2,000,000 was pledged by the State to help with construction. For each ten miles of completed track, the Company could request $12,000 per mile.
The Treasurer would sell the bonds and create a lien above all others on the railroad. The State would use half the proceeds of the public land sales
to fund the interest payments on the bonds. However, before this law took effect, the public had to ratify the amendment to the sixth article of the
Constitution. When that was done, public land sales would be handled by a Board that would call for surveys, price the lots, and sell them to the
highest bidder. The Board would report to the Legislature each January. On page 11: An Act to incorporate the Aroostook Railroad Company, 1858.
Forty-eight men were incorporated as above to build a railroad from Oldtown or Milford to somewhere in Aroostook County, subject to the laws for
corporations. Stock would be sold for $100/share up to $30,000. Toll was granted and the company would carry mail. The Company could take up the charters of
older, failed railroads in the vicinity. The line had to be located by 1863 and under construction by 1868. (Digitized from a microfilm copy of title
originally held by the Library of Congress).
