Thirty-seventh Legislature. House. No. 12 An Act to secure the safety and convenience of travelers on railroads, 1858. The Governor would create a three man Railroad Commission to evaluate the condition of all aspects of a railroad, hold hearings on fares and timetables or any other transgression. Any Commission award or decision would be recorded in the Supreme Judicial Court, with fines for non-compliance. Trains could not go faster than twenty-five miles per hour.
