1857, Memorial of J.A. Poor ... [et al.] to promote the sale of public lands, 1857
Thirty-sixth Legislature. House. No. 42. Memorial of John A. Poor, Samuel P. Shaw, John M. Wood, and others asking that means may be adopted to
promote the settlement and sale of the public lands of Maine, April 3, 1857. The men extolled the state's resources, but the population and wealth
remained low. They compared the state to Massachusetts on several points. The economic depression of the 1830s hit Maine hard. They presented population
tables that showed increases only happened where there were railroads. The obvious fix was to build railroads; Aroostook could be a granary for New
England, but it could not get its products to market. Manufacturing companies had to be on a railroad. The group recommended a change to the state
Constitution so the state could support up to half the cost of each mile of track and provide a tax abatement on certain manufacturing machinery.
