Memorial of E. H. Angamar, relative to the navigation of Old River, to the Legislature of the State of Louisiana. March 1861 Baton Rouge : J.M. Taylor, 1861. The Atchafalaya and Red River channels aka Old River had gone from a depth of 90 feet to 15 inches. He discussed various impacts of that on navigation and communication. What to do and who should do it? Since Texas and Arkansas ship a lot of cotton via that route, perhaps they would help. If a company built and maintained the waterway, they could charge a toll. If the State built it, then all taxpayers, even those not directly affected, would have to pay more taxes. He was in favor of a company doing the work and suggested selecting a Commissioner to figure out the details.
