bill-drafter and Chief, Legisla. Ref. Lib., 771p, Topeka, KS, Kansas State Printing Plant, 1920. (This statehood convention was held under the looming
shadow of the impending Civil War. That the racial controversies of the pre-war period were at their hottest in Kansas is manifested by the fact that a
proposal to exclude Free Negroes and mullatoes from citizenship, or even residence ,in the new state was defeated by only 26 votes to 21. The 1859
convention was in session from July 5 to July 29, 1859. The journal of the convention is reprinted on pp. 13-573. The 1859 Constitution as adopted is
reprinted on pp. 574-92. The same constitution as amended to 1920 is provided in an annotated version on pp. 597-651. Pages 652-727 are devoted to
historical essays and other material illuminating the adoption and subsequent amendments to the 1859 constitution.)
