The July 19th ordinance directed the Board of Health to quarantine and administer certain health procedures for vessels coming from certain locations and during specific times. The ordinance of July 18 estalished the City Council of Pensacola, consisting of a major and six alderman. A fine for serving liquor to United States soldiers was also added. On July 21st, the ordinance set citizenship process for former Spanish colony inhabitants living in the newly ceded province to become United State citizens. Another ordinance on that same day also established the court system and procedures. Finally, the ordinance on September 6th established that the Board of Health would have the responsibility of all medical and health issues in Pensacola.
