Evaluation of Civil Appeals Management Plan: An experiment in judicial administration: by Jerry Goldman, xii+122p, Wash., FJC, July, 1977. (The Civil Appeals Management Plan {CAMP} was a set of innovative reforms initiated in the 2nd Circuit in 1974 designed to expedite the handling of appeals. This first formal report on the efficacy of those experiments is somewhat critical of CAMP. Goldman later adapted this report in two publications: “The Civil Appeals Management Plan; An Experiment in Appellate Procedural Reform,” 78 Colum. L. Rev., 1209, 1978 and Ineffective Justice, 1980. His views in the later texts were even more unfavorable toward CAMP than in the original 1977 report.
