under the direction of the chief judge of each large district. The Chief Justice asked the chair of CMDCJ to appoint a committee to study some of the
issues involved. The committee, chaired by Ch. Judge Joseph S. Lord, III, requested that the FJC conduct this study of the 15 metropolitan district courts
which would be affected by the proposal, to provide an analysis of the current management styles used in those courts.)
