Report of Study Group on the Caseload of the Supreme Court, n.a., x+48+A1–17, Wash., pr. for the FJC by the Admin. Off. of the U.S. Courts, Wash., FJC, Dec. 1972. (This study was initiated by the FJC in 1971 and entrusted to a distinguished committee of scholars and lawyers serving without compensation. Among the law school academics were Paul A. Freund of Harvard, Chair, Alexander M. Bickel of Yale, Russell D. Niles of N.Y.U., and Charles Alan Wright of Texas. Lawyer members were Peter D. Ehrenhaft, D.C., Bernard G. Segal, Phil., and Robert L. Stern, Chi.. Apart from routine recommendations for increased staff support in the Supreme Court’s clerk’s office and library, the committee more boldly recommended a virtual elimination of most direct appeals to the Supreme Court and creation of an intermediate court, a National Court of Appeals, to stand between the Supreme Court and the Circuit Courts in the federal judicial structure, serving as a screening devise for appeals from the circuits, itself deciding some of those appeals.)
