1913? (This Memorial of the United States is in support of Robert E. Brown who commenced action in the High Court of the South African Republic in July,
1895 when his claim to land was postponed. Eventually the government of the South African Republic determined that all claims to land should be
disposed of by a lottery. The Arbitration Tribunal determined that if there had been no South African war in 1900 the United States would have been obliged
to take up Brown’s claim with the government of the South African Republic and there would have been no grounds for involving Great Britain. Great
Britain’s answer in this arbitration is LLMC Document 11024.)
