Memorial of John A. Poor in behalf of the European and North American Railway Company and for a state policy favorable to immigration and the encouragement of manufactures, 1861. Mr. Poor provided a lengthy history of the settlement of Maine, especially the boundary dispute. He showed the disappointing census figures that had Maine lagging in population and wealth. However, the machine age had arrived, and Maine was well suited to take advantage of that--the state should encourage manufacturing enterprises. Mr. Poor discussed the geology of the state, the cotton economy vis-a-vis the weaving industry, and the impact of transportation on commerce. He also offered a history of protective tariffs. Finally getting to his point, he extolled the value of state aid to public works, such as railroads. The state needed 100 miles of track to complete the connection to New Brunswick, which would turn nearly worthless public land along the route into a treasure trove. He offered charts to show how taxes turned into wealth for everyone, so an annual appropriation of $50,000 for the railroad would redound to an economic improvement for all.
