Senate No. 1 Articles of amendment. On April 8, 1839, the Senate sent a constitutional amendment to the House for concurrence. A census of the
inhabitants of towns and cities was to be taken on May 1, 1840 and sent to the Secretary of State by June 30, 1840. This was to be repeated every ten
years. The data would be used by the Governor and Council to apportion the number of legislators per district. The Senate districts would be permanent
and at least one Senator per district would be elected. The rather complicated formula for electing Representatives came next, followed by the
procedure for choosing Counsellors. There was no property qualification for serving. The House concurred with one small amendment, which was accepted by
