House No. 7 A Committee with one member from each county studied the proposal to amend the state Constitution and reported unanimously in favor of the amendment on January 12, 1831. Resolved: If a majority of the Senate and two-thirds of the House adopt the amendment and record the yeas and nays, the amendment would be submitted to the next General Court [which was this one]. If it was accepted again, it would be sent to a popular vote. The text of the amendment started the political year in January, with elections in November. The process was laid out. The House passed the amendment of February 2, 1830 and the Senate passed it on February 17, 1830. The procedure was repeated for an amendment that detailed how the number of representatives was determined. This passed the House on March 5, 1830 and the Senate on March 9, 1830. The clerk of the Senate was to publish the amendments in the newspapers. Since the amendments had passed two sessions of the General Court, it would then appear on the next statewide ballot. The committee of this House, consisting of one member from each of the counties in the Commonwealth, to whom was referred the subject of the proposed amendments of the Constitution, and so much of his excellency the Governor's messages as relates thereto, ask leave to report : that, at a meeting, at which were present all the members of the committee, with the exception only of those of those from the counties of Essex and Franklin, the merits of the subject referred to them were very attentively examined and considered; and the committee are unanimously in favor of recommending the proposed articles of amendment for adoption.
