H.R. No. 62 An Act extending the powers and duties of the Court of Sessions and directing the method of laying out highways, 1827. The 1826 act for
this purpose was repealed. If petitioners wanted a new road or an existing road modified, they were to send a written petition to the Court of
Sessions. After appropriate consultation with all affected parties, the Court could build a new road, change an existing road, or discontinue a road, as
long as the action was adjudged to be of common convenience or necessity. The town affected was to pay for construction and the county would pay for
takings and damages. The petitioners were to pay for the services of the Court. Detailed records were to be kept. However, an amendment proposed by a
Mr. Washburn did away with all the above. The responsibilities lay with a Commission of Highways in each county. One member of the Commission was
to be the paid clerk, who kept all records about the projects. Petitioners were to give notice in the newspapers of their petition and meetings about
it. The petitioners and contractors had to give performance bonds. All expenses for projects came from the county treasury. Each Commission was to
have two meetings a year to consider petitions and the bill included dates and times for each county's meetings. (Digitized from a microfilm copy of
