Senate No. 3 On June 2, 1830, a Senate committee presented a report and resolution. The American Colonizing Society had asked the cooperation of the
Legislature in the Society's effort to "ameliorate the condition of the degraded and long-suffering African" and "to atone for great wrongs" by
providing a place for those people to go. The Society had already acquired the land called Liberia and had settled 1200 people who had a constitutional
government and were a thriving small country. The Society estimated there were 233,530 free blacks in the United States, who increased at a rate of
6,000 people a year. The Society estimated they could send all of the increase to Liberia each year for $20/head and if it had $240,000, it could send
all those folks back to Africa in 28 years--removing a class of unwanted people and enabling them to be free and independent in their own space. A
win/win. Resolved: The Legislature of Massachusetts viewed with interest the activities of the Society and thought Congress should do something to be
