Forty-fifth Legislature. House. No. 54. The Committee on Sanitary Necessities offered: An Act additional to provide for vaccination, 1866. Every jurisdiction had to raise money to pay for vaccination with cowpox of every inhabitant. They should hire a doctor to do this, requiring him to keep good records so he could report the names of everyone who received the vaccine to the county clerk every December. Children who weren't vaccinated could not go to school. There were fines for failure to conform.
