Forty-fourth Legislature. House. No. 28. Four men, a minority on the Committee on the Judiciary, proposed an amendment to the State Constitution. Any military deserter or draft evader would lose his right to hold public office or vote. There were directions for bringing it to a vote of the people. The Committee on Judiciary to which was referred so much of the governor's message as relates to "fugitives from draft," have had the same under consideration, and ask leave to report the legislation thereon is inexpedient.
