and doings of cities, towns, and plantations in voting and making provision for the payment of bounties to volunteers, drafted men, substitutes of
drafted men and enrolled men, and for other purposes. The acts of raising money for and paying bounties was validated. There were caveats about when and
to whom bounties were paid. Jurisdictions could issue bonds to help fund their indebtedness, but they had to send a report about that to the
Legislature each year. The amendment said jurisdictions had to collect 25% of the amount owed for bounties every year until that debt was erased.
