and doings of cities, towns, and plantations, in voting and making provision for the payment of bounties to volunteers, drafted men and their
substitutes, and for other purposes, 1865. Several of the amendments were single words or short phrases, but one forbade paying a bounty to anyone already in
the military. Jurisdictions were authorized to assess and collect taxes to pay off the bounties and commutation fees of 1864. (Digitized from a
