Forty-third Legislature. Senate. No. 27. The Committee on the Judiciary submitted: An Act authorizing soldiers absent from the state in the
military service to vote for electors of the president and vice-president and for representatives to Congress, also regulating the manner of electing
registers of deeds, county treasurer, and county commissioners so that such soldiers may be allowed to vote therefor, 1864. All citizens absent in military
and other service could vote for the president and vice-president, with long directions about how to make it happen for men over 21. All the
procedure hinged on the voters approving a constitutional amendment to that effect. Voting for other state officers was similar, but separate. All the
records had to be delivered to the Secretary of State for the Governor and Council's final count of votes. There was a section on filling vacancies.
