Forty-third Legislature. House. No. 2 The Committee on the Judiciary submitted: An Act to legalize the doings of cities, towns, and plantations in
raising bounties to be paid to volunteers, drafted men, and their substitutes since February twenty-first, eighteen hundred sixty-three, 1864.
Agreements, contracts, and votes on the subject were valid. Tax collection for the purpose was valid. The money could not be used to pay for substitute
