Forty-second Legislature. Senate. No. 14. An Act to enroll and organize the Militia of Maine, 1863. The act defined who was liable for service and who was exempt. Each May, local assessors took a census of eligible men and forwarded it to the Adjutant General. With some exceptions, active service was not expected, but the men needed to be trained and ready. There were directions for how to respond to an emergency. Those called to serve had to appear or pay a replacement. Local jurisdictions were to supply and maintain a store of ordnance. The volunteer militia and its length of service were defined, grades of officers and ranks listed, the equipment required, including musical instruments, the process for orders, training and camp duty, pay amounts and the records management for payroll--56 pages of extreme detail.
