Fortieth Legislature. Extra Session. House. No. 1. On April 23, 1861, the Joint Select Committee on the Governor's Address submitted: An Act to
authorize the raising of ten regiments to aid the President of the United States in enforcing the laws and maintaining the government thereof, and to
protect the same against its enemies and in defence of the state, 1861. The Governor could accept the enlistments of up to 10,000 men to be organized,
officered, and equipped, for which $1,000,000 was appropriated. The officers would be elected with assistance from officers of the militia. The men
would only be paid for time actually spent training until they were called for active service, at which time they would receive a bounty of one
month's pay. The officers were responsible for considerable record keeping. Towns were to plan to support the soldiers' families, if necessary. (Digitized
