Fortieth Legislature. Senate. No. 24. An Act relating to the State Reform School, 1861. All those committed had to be minors; when discharged at age 21, all penalties were released. No deaf or mentally disabled people were accepted. For boys 8-16, the reform school was a possible sentence, but the full sentence had to be served somewhere. There was a list of crimes for which a boy might be sent to the school; his town of residence had to pay his expenses while there.
