SEE ALSO 56401 Fortieth Legislature. House. No. 61. The Committee on the Judiciary submitted: An Act respecting the registry and return of births, marriages, and deaths, 1861. The text established the categories of information required for each life event and who were the required reporters to the local clerk. The clerk had to provide a certificate to each reporter. That local record was prima facie evidence in any legal proceeding. Larger towns could have registrars to handle the task.
